Property Eligibility

The main qualifying factors for a property to be eligible for the Warmer Homes Scheme are:

  • It must have been built and occupied prior to 2006. This is determined by when the ESB meter was connected.

  • You must be the owner and occupier of the property for which the grant is being sought.

  • The property must be your primary residence.

  • You cannot be planning any other significant refurbishment.

  • The property must have a published BER Assessment.

If your property does not have a BER but you are otherwise eligible for the scheme, the SEAI will arrange for one to be carried out at no cost to you.

However, this will add months onto the timeline for the project, so if you can you are better off getting a BER done yourself.

Can you apply to the Warmer Homes Scheme more than once?

People who have previously received grants under the scheme will also be able to apply again if there is still work that could be done.

This is determined on a case by case basis, depending on the work done to your home previously and what improvements could still be made.

In most cases, people who had work done under the scheme after July 1, 2018 will not be eligible for further full-funded improvements at this time.

How the Fully-Funded Grant Scheme Works

Once a grant application has been made and if you qualify for the grant, the SEAI will send a surveyor to see what upgrades would best suit your home.

A contractor will then be appointed to carry out the works, and afterwards the SEAI will carry out a BER assessment of the property if it does not already have one.

Once the surveyor has assessed your property and determined what upgrades it needs, the SEAI will appoint a contractor to carry out the works.

The SEAI will also handle having another BER Assessment done after the upgrade works are completed to see what improvement has been made.

Applying for the Warmer Homes Fully-Funded Grant Scheme

Applications for fully-funded home improvement grants can be made online through the SEAI’s web portal or via post.

For your application you will need the following information about yourself and your home:

  • Your PPSN: Used to assess your benefits status

  • Your MPRN: the 11-digit number located on your electricity bill

  • Proof of Home Ownership: A mortgage statement, home insurance policy, local property tax letter + utility bill, title deeds, or a solicitor’s letter.

Only one of the home ownership proofs listed above is required for your application. The MPRN will be used to determine the age of the property.

Depending on where you live and the benefits you are receiving you may also need to include:

  • A Carer’s Allowance Confirmation Form

  • An Apartment Management Company Consent Form

  • Your Child’s Birth Certificate (if on Jobseekers or Disability with a child under 7)

Fully-Funded Home Energy Upgrade Process

Submit your application to the SEAI Warmer Homes Scheme if you meet the eligibility criteria listed above. Make sure to include all of the relevant documents to avoid having it rejected.

The Customer Service Team at the SEAI will review your application to determine if you’re eligible for the scheme. They may contact you for clarification or further information at this point.

If you don’t already have a BER Assessment the SEAI will carry one out on your property before surveying for upgrades.

The SEAI will appoint a surveyor who will assess your home, determine if it is suitable, and make recommendations for which upgrades should be done to improve its heating performance.

The SEAI will appoint a contractor to carry out the works, who will be responsible for the entire process.

The contractor will carry out their own assessment of the property to ensure that it is suitable for the recommended works.

The contractor will agree on a timeline for the delivery of all works agreed on with the homeowner to try and minimise any disruption caused.

After the upgrade works have been completed the SEAI’s energy assessment team will arrange for a follow up BER Assessment to be carried out on the property.

Some homes which have upgrades funded through the Warmer Homes Scheme may be inspected to verify and evaluate the work done.

What home improvements are available under the scheme?

The scheme will prioritise insulation improvements to your home, with the possibility of window replacements or renewable heating systems.

The following home improvements may be carried out under the Warmer Homes Scheme:

Insulation improvements to the home will be prioritised before any secondary works on window replacements are carried out on your home.

Since January 1 2025, renewable heating systems such as heat pumps may also be installed as part of the scheme.

This will depend on the suitability of your home, as heat pumps require the property to have low heat loss in order to function.

The surveyor appointed by the SEAI will be the one to determine what upgrades your home is best suited for. You cannot request specific upgrades

How long does this grant scheme take?

The Warmer Homes Scheme currently has a long waiting time for works to be completed due to the first come first serve nature of the scheme.

It can take approximately two years to complete the process from the first application to the final inspection; less if you already have a BER.

  • Pre-works BER – Up to 12 months from application

  • Survey – Approx. 14 months from application

  • Works Completed – Approx. 24 – 26 months from application

  • Post works BER/Inspection – Approx. 2-3 months after works completed

The SEAI prioritises older homes and those with the worst heating performance for this scheme. This priority list is determined by the BER Assessment and the year of construction.

Homes will be granted priority if they meet both the following criteria at the assessment stage: Built before 1993 & has a BER of E, F, or G.

Yes, you can apply for the fully funded grant scheme if you live in an apartment. However, the SEAI will require you to show permission from the management company for works on the exterior fabric of the building, such as installing ventilation.

The SEAI appointed surveyor will walk around the inside and outside of your home and assess its suitability for home upgrades. This will involve taking measurements and photographs of part of your home.

Only the contractor appointed by the SEAI can carry out any of the home upgrades recommended for this scheme. Any works done by another contractor will not be covered by the grant funding.
