Home Insulation Grants Available in Ireland

There are a number of SEAI insulation grants available for homeowners to help with the cost of making their home more energy efficient.

The value of the grants in question depends on the type of home you have. Someone living in a detached house will get a considerably larger SEAI attic insulation grant than someone living in an apartment.

As of February 3, the grant values for cavity wall insulation and attic insulation have been increased from their previous values due to rising costs in the construction industry.

There are multiple schemes to receive SEAI grants, depending on how much work you wish to carry out on your home and your financial situation.

These are the Individual Energy Upgrades, One Stop Shop, and Fully Funded Energy Upgrades Programmes. The eligibility criteria and application process for your home insulation grants will vary depending on which scheme you go through.

Individual Energy Upgrades suit homeowners completing one-off works who know what they want and are comfortable managing the home improvements. The One Stop Shop is designed for full home retrofits managed end-to-end by the contractor, with homeowners told what upgrades they need.

Note: While attic insulation grants are available through all schemes, the rafter insulation grant listed in the table above is also only available to homeowners applying through the One Stop Shop.

Enhanced Grant Values

The SEAI is making a number of changes to the rules for Attic and Wall Insulation which will come into effect from March 3. These are meant to make insulation measures more affordable and make homes more suitable for heat pumps.

  • First Time Buyers: People who are buying a home for the first time will be able to get an enhanced Attic Insulation grant valued at €2,500.

  • Qualifying Welfare Payments: Homeowners who are on qualifying welfare payments can receive an enhanced individual grant for Cavity Wall and Attic insulation equal to 100% of the median cost of these works. This is due to the long waiting times for the fully-funded Warmer Homes Scheme.

  • Second Wall Measures: People who have already received a grant for cavity or internal wall insulation will be able to get a grant for a second wall insulation measure.

Individual Energy Upgrades

This programme is meant for homeowners who want to carry out limited improvements to their home and are confident in managing the project themselves. This allows you to apply for individual grants separately, to carry out one or multiple projects.

Eligibility Criteria

  • The property must have been built and occupied before 2011.
  • A grant for the same measure must not have previously been given to this MPRN.
  • The grants are available for homeowners, landlords, approved housing bodies, and charities.

One Stop Shop

The One Stop Shop service with the SEAI is ideal for homeowners who want to carry out multiple upgrades as a single project, and who also don’t want to handle the entire process themselves.

With the One Stop Shop, you select from one of the SEAI-registered partners. They will then assess your home, determine what upgrades should be carried out, and do them. The applicable grants are deducted from the upfront cost, and the provider will handle all of the paperwork for the SEAI.

Eligibility Criteria

  • The property must have been built and occupied before 2011.
  • The property must have a BER of B3 or lower before any work is done.
  • The upgrades must achieve a minimum rating of B2, with at least a 100kWh/m2/year improvement in energy efficiency.
  • The applicant must be the homeowner, landlord, or approved housing body for the property.

Note: The requirement to achieve a minimum energy improvement of 100 kWh/m2/year in your home is being removed as of March 3.

The grant values scaling up for different property types means that it is not prohibitively expensive for people who own larger homes to get a full upgrade. Here we see the average pre-grant cost for people going through the One Stop Shop, and the average grant they received.

Almost all homes are able to achieve a very high BER after using the One Stop Shop. While a B2 is the minimum requirement, most are able to achieve an A rating.

Fully Funded Energy Upgrades

The Warmer Homes Scheme, also known as Fully Funded Energy Upgrades, is meant to provide a comprehensive energy upgrade to homes that are in the greatest need of reduced bills.

It is called the Fully Funded Energy Upgrade Scheme because the SEAI grants cover 100% of the cost of the upgrades. However, it is only open to people in receipt of certain welfare payments.

Eligibility Criteria

  • The property must have been built and occupied before 2006
  • You must be the owner and occupier of the property, which must be your primary residence.
  • You must be in receipt of one of the qualifying welfare payments.

How to Apply for Home Insulation Grants

The exact process for getting home insulation grants will depend on which scheme you go through.

Individual Energy Upgrades

Applying for Individual Energy Upgrades is a relatively straightforward process as long as you make sure to follow the rules of the scheme.

Find a contractor from the list of those registered with the SEAI and get a quote for the work you intend to carry out.

Apply for your SEAI grants either online or via post.

Await a Letter of Offer from the SEAI before carrying out any upgrade works.

Have your chosen contractor do the specified works once you have received grant approval.

Once the work is completed, you have to get a new BER Assessment done on your home.

Complete the Declaration of Works form and Payment Request form, as well as a Tax Clearance Certificate if you have received more than €10k of grants in a single year.

Once all of the evidence has been submitted to the SEAI, you should receive your grant payment within 4 to 6 weeks.

Before submitting a grant application, make sure that you have the following information.

  • MPRN: Your home’s 11-digit MPRN number. This can be found on an electricity bill if you don’t have it to hand.

  • Property Age: The age of your property in order to determine grant eligibility.

  • Dwelling Type: Are you in a detached house, terrace, apartment, etc.

  • Grants: The SEAI grants that you wish to apply for.

  • Contractor: The contractor you have selected to carry out the upgrade works.

Online & Postal Grant Applications

There are two ways to apply for individual insulation grants: either online or by post. Applying online through the SEAI’s portal is the simplest way to do so, since your application should be approved in minutes. Postal applications should be approved within five working days.

Applying for One Stop Shop Grants

Applying for the one stop shop programme is done through the SEAI’s website. The advantage of going with this route is that they will handle the majority of the grant process for you.

Select a One Stop Shop partner from the SEAI list.

They will conduct a home assessment to see what upgrades are best suited for your home.

The provider will apply for all SEAI grants that you are eligible for among the advised works.

The One Stop Shop will then accept the grants when approved, and deduct the cost from your bill up front.

The One Stop Shop appoints a contractor to carry out the work on their behalf and handles the entire project management.

The grant is paid to the One Stop Shop, as you have already received the benefit from the cost deduction in the beginning.

You must ensure that no works are carried out before a Letter of Offer is sent and accepted for the grants. Any work done before that point will not be eligible for grant funding and may result in the entire offer being withdrawn.

Applying for Fully Funded Energy Upgrades

If you believe you are eligible for the scheme, make an application to the SEAI, either online or by post.

If you do not already have a BER for your home, the SEAI will appoint an assessor to get one.

If you are deemed eligible for the scheme, an SEAI surveyor will assess your home to determine what upgrades it is suitable for.

A contractor will be appointed by the SEAI to carry out the work on your home.

Once the upgrades have been completed, your home will be assessed again for its new BER.
